Resolution on Aviation and the Environment
Almasalla Travel News – By Ashraf El gedawy- AACO 46th AGM welcomes the resolution adopted by ICAO 38th Assembly on Aviation and Climate Change. AACO 46th AGM reaffirms that the issue of aviation and the environment must be dealt with through the provisions and principles of the ICAO
resolution which identified the roadmap and guiding principles to reach a global system
to tackle the environmental impact of air transport.
AACO General Assembly expresses its disappointment from the recent proposal of the
European Commission on revising its EU ETS in a way which deviates from the
provisions and principles set forth in ICAO resolution by applying their EU ETS on 3rd
countries airlines without any consultation or agreement with those countries as
stipulated in the ICAO resolution.
Therefore, AACO General Assembly calls upon the European Commission to go back
to the global consensus that took place during the ICAO assembly and to respect the
principles contained in the resolution therein.
The General Assembly also directs the Environmental Policy Group and the Secretariat
General to continue the good work done in this area in cooperation with the Arab Civil
Aviation Commission (ACAC) and Arab authorities concerned as well as the
International Air Transport Association (IATA) and other stakeholders.
Resolution on Proliferation of Consumer Rights Regimes
In view of the proliferation of overlapping and impractical consumer rights regimes
which creates confusion and inconvenience to airlines and passengers;Referring to IATA’s 69th
AGM resolution on consumer protection regimes that suggests
a set of core principles for governments to use as guidance when developing or revising
passenger rights regimes, and urges states to ratify Montreal Convention 1999;
Referring to ICAO 38th Assembly Resolution that requests the Council to develop a set
of high-level, non-binding, non-prescriptive core principles on consumer protection for
use as policy guidance;
AACO 46th AGM calls upon governments to review the current regulations on consumer
rights and work in ICAO with a view to harmonize them and remove the unnecessary
and harmful burden that is being put on airlines and consumers.
Resolution on Air Traffic Management and Airspace Capacity in the Arab World
The Arab air transport industry has been witnessing a high growth rate which
strengthened its position on the global aviation map. The development projects at Arab
airports in tandem with Arab airlines’ expansion on the regional and international levels
led to positioning Arab airports among the major global air transport hubs.
However, and to ensure the sustainability of this growth, it is paramount that Arab
airports’ expansion is coupled with the development of air traffic management and the
widening of airspace capacity in the region.
AACO 46th AGM appreciates the efforts of Arab governments to develop Arab airports.
The AGM further thanks those governments for supporting the role of the air transport
industry as an essential contributor to the sustainable development of Arab countries.
The AGM also calls upon Arab governments to provide the same level of attention to
the development of air traffic management and airspace capacity in the Arab world, and
invites them to work on an urgent development plan with regards to the air congestion
that is starting to manifest in some parts of the Arab airspace. Furthermore, the AGM
directs AACO to collaborate with ACAC, IATA, ICAO and CANSO to identify priorities
and formulate implementation plans in order to develop the airspace capacity in line
with the regional studies conducted by those organizations.
